BUG: Stop recording button requires two clicks but cuts half of recorded footage

When I click the stop recording button, the recording does not stop on the first click. And the recording timer continues running as if the button has not been activated. I have to click the button a second time for the recording to stop. However after clicking the button a second time, the saved recording is incomplete with the footage cut down to approximately half of the actual recording duration. (28mins to 12mins)

Also the settings menu becomes inaccessible after attempting to stop the recording. It's like OBS still appears to be in the recording state, even though I have already clicked the stop recording button.

This isn't a bug, you are massively overloading your encoder. I am thinking maybe you don't realize you have the vertical canvas replay buffer running at the same time as your recording? If you are still hitting encoder overload after disabling that, you may want to try lowering your in-game settings and FPS cap as well as your encoding settings.
