Question / Help Buffering Stream

I'm relatively new to streaming and i've been trying to set up obs for the past month or two and i've finally had enough. I've read all the guides that tell me how to set up my settings on obs and adjusted my settings according. I've had times where it will run smoothly with the settings i have and the next day i try to stream i either get a black screen with just audio or a stream where it will work for a quick second and buffer, and will constantly repeat that process. I've tried lower bitrates, all the US servers, and changing my stream key and nothing has been working.

Here is one of my logs as well
you need to unstall raptr. it conflicts with OBS a lot.
Second, your buffering issues cannot be solved here see: http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester
lastly, a game like LoL needs scene switcher to work. a window capture for the main screen and a game capture for the game part. use scene switcher to switch between the scenes automatically.

Other thoughts:
your scene buffering needs to be 700ms

Lastly, once you get a scene with a game, make a new scene for a new game. dont change what game is selected by game capture.

edit: ninja'd by a few seconds ;D

General recommendation: turn on CBR padding under encoding options.

Looking at the log you're your computer somehow can't send data to the LA ingest server with the bitrate you specify.
Why? No idea. Try turning every other appliance in your home that uses the internet (as in phones, tablets, other computers etc etc). If it still doesnt work you might have an issue with your ISP and need to contact them for troubleshooting.
Speedtests are however rather useless when it comes to streaming since they only measure a short maximum burst of data over a very limited time (a bit simplified but that's the gist of it ;]).

Try using this tool instead:

And make sure only the US servers are selected, set the test time to atleast long (but I'd recommend 5 minutes) and post your results

This is what i got for the test. Do i need to change the TCP window size because none of the server seemed optimal for me
?

Oh, that test was not a uplifting story. Either your ISP has a QoS enabled or something isn' right with your equipment.
Try the test without your router as see if that makes any difference. If it does either your router seems borked or you might have something else on your network eating bandwidth .... or you simply need to contact your ISPs support.

What is your upload speed supposed to be from your ISP? recommended upload speed for your current settings is 3Mbps upload speed from your ISP (5Mbps would be best).

the TCP window wont do anything for you unfortunately, you need to contact your ISP and find out what the issue is.

Also I forgot to mention that you need aero enabled for better game capture experience.
