What exactly are you expecting it to do?
Are you expecting it to play the alerts videos over your game?

I ma experiencing the exact same issue,

If I have chrome open, using streamlabs and OBS closed. I can launch the AlertBox preview. And send test alerts fine.

However,

As soon as I open OBS the .webm files refuses to play on both OBS and the Preview box.

The custom HTML that shows the name of the follower etc still works, So it seems that the browser source just does not like .webm's now

From what I can make out, This is where the issue lies.

From what I can make out, the browser source loads just fine and you're fixating on the wrong thing

The section of the log you quoted shows no actual problems in spite of what you think it does.
Your actual issue lies elsewhere.
