So, it will be with this settings until i buy a new cpu :D
I read a lot of forums these days and some people say that windows 10 is the problem for this high cpu usage of CS:GO.
I have streamed before 1 year and i remember that i hadn't that problems then. I was with windows 7. Can the problem be OS ?

Maybe. Overall, Win10 is better than 7, but especifically for games it´s even, I think.

Win 100 will have a "Game mode" to give all resources to games. I think this will cause problem for any streaming application, unless they "whitelist" this kind of software.
Or maybe it will produce even worse problems than Anniversary Update.

Just an opinion.

I thinked about reinstalling my PC and go back to Win 7. What do you think?
It's gonna be next month maybe because i will buy SSD and install the OS on it.

Any clean install improves Windows.
As an "old school" guy, I prefer tuning and I reinstall only as last resort.
But, If you are used to reinstall, you can first make an image of your win 10 and then try Win 7.
In case things go wrong or not much better, you can recover your Win10 image.

I wonder between Windows 7 and Windows 8.1
Which one do you think will be better option?
