Both CS GO and OBS recordings are laggy

I am trying to find the best settings for obs, testing with cs go. But everytime I record either the cs is slow and a little laggy or the recording is laggy. I am using x264 because i have a far more powerful cpu, doesnt get utilized completely but there is still lag in the recording or game (around 20-40%)

Specs;
I5-11400 2.60Ghz(boosted to 4 GHz)
GTX 1650 4G
16 GB of ram DDR4
Windows 11(insider Build)
