blurryness when streaming/recording

Hi everyone
I have blurryness/pixelation in every game i stream no matter what,
i was wondering what could cause it/ how to fix it
- I changed the scaling from 36 lanczos to 16 bicubic
- turned psycho visual tuning on to see how it would perform
- recorded at 1080p which looks the least blurry but still not good
the fact that alot of people stream at 720p without any of these problems makes me think that there isnt good optimization for my 3060 yet
idk.
anyway i hope someone can help me.

If you're recording, use one of the simple presets for high quality. Streaming high motion games will cause pixelation at 1080p due to the low bitrate limits of streaming services, though you could at least go to 6000kbps (max for Twitch).

how about streaming im streaming at 720p, and it still looks terrible any settings for that?
