Question / Help Blurry when moving

I've been streaming with OBS right now for a while and the video seems blurry when their is movement. Other forums suggest it's the bitrate that causes this and that it should be at 2000-3000 but mine is already at 3000! Can you help?
My Encoding Settings

Encoder x264
Use CBR Checked
Enable CBR Padding Checked
Use Custom Buffer Size Unchecked
Max Bitrate 3000
Buffer Size (Grayed Out) 3000
Audio Encoding
Codec AAC
Format 48kHz
Bitrate 320
Channel Stereo

Post a link to an example video/VOD, you may just have unrealistic quality expectations. Also post a log. Also you should probably move to OBS Studio.

I would say that looks as expected given your hardware and settings, though the log file appears to be from a Resident Evil 7 stream.

Oh I apoligise for that I sent the wrong log. That one was from a Resident Evil stream (I didn't send that one as it was a bad example because of the slow nature of the game). Btw you said the hardware and settings so what settings would I change to get optimal streaming quality?
