Downscale to 720p and use x264 and it should be better. Streaming in 1080p with 3500 bitrate is impossible to look at, especially with the NVENC encoder.

Try to reduce frame rate to 30 fps (low motion game), and/or downscale to 720p (high motion game)
You can use more bitrate for better quality, at a cost of requiring more upload speed, and on Twitch, requires viewer's to have fast enough internet speed if your Twitch's account is without transcoding. There is a bitrate limit on Twitch. https://stream.twitch.tv/encoding/
I downscaled to 720p and upped it to 5k bitrate and it looks a lot better but still blurs a little bit any other solution other than raising the bitrate even more?
