Blurry streams with good internet and good pc

I've tried everything possible and my streams still look blurry. I look at other peoples 1080p and 936p streams and they look so crisp comapred to mine.
Here are the settings I am using and my pc specs
1664x936, lancoz 60fps
nvenc h.264
CBR bitrate 7500
keyframe int 2
preset (best quality p7)
two pass ful resolution multipass
profile high

wifi: 25mb upload, 1000 downlaod

pc specs:
i910900k
rtx3080
32gb ddr4

Is there anything I can do to fix this?
