Question / Help Blurry stream

So I play a fast pace FPS (Tribes Ascend) and I just can't find decent settings for OBS to stream at it with an acceptable quality. It is very blurry while moving and things happening and well you are moving pretty fast 99% of the time.

Specs:
i7-4770k
SSD hard drive
8 gigs ddr3
Window 7 ultimate
3072 MB ATI AMD radeon R9 200 series
50 download
4 upload

OBS settings currently:
Quicksync Enabled
3000 bitrate
60 FPS
Lanczos
Resolution downscale: 720p (from 1080p)
Everything else is default

When streaming with pandora, game and twitch open I'm usually sitting at about 15-30% (generally 20%-ish) CPU usage and -4gigs ram used. Is there anyway of upping my CPU usage to increase quality/clarity since I can't really up my bitrate without constant lag spikes, or any settings that could help me out? Or am I just screwed and just won't be able to stream this game. Thank you in advanced for the help!

Thanks, didn't know exactly what quicksync did. Turned off quicksync and it looks way better, though my processor jumps to 60%, no more blurr

Yes, x264 will push the loadout to ur cpu. But u get a better quality. What encoding preset did u use? Default should be veryfast.

If u got space on the cpu power, u can lower that to faster. If not, u can higher it to superfast.

If u go lower (fast, faster) u can get better quality but have more cpu loadout.
If u go higher to superfast or ultrafast u will get less cpu power of cost of quality.
