Question / Help Blurry stream

I've tried everything I could find on youtube. I know my computer can't handle streaming using the CPU at Medium +, but put it there anyway to see the quality.. AND it still looks the exact same. Compressed / Blurry no matter what the settings

Did that and it still doesn't look very clear. By any chance could my monitor have any affect on it? Test I've done use the Elgato Game Capture HD. Thought it might just be the device, but when I tried Dead Space 2 for PC, it's still blurry even at high bitrate and no scaling. I'm lost on what to do. My monitor isn't exactly a computer monitor. It's a large HD TV
