Question / Help Blurry stream with good PC + 60FPS doesn't look 60FPS

Hi , i am making this thread because i have a huge problem with my stream. I have a i7 8700K , 16G ram DDR4 and a GTX 1070 , I currently stream with my graphic card because when i use my CPU i can't get a good quality and my CPU usage is around 30%(Wich is probably not normal) the problem is my stream is pretty blurry but my settings are really good + my bitrate is pretty high and my 60FPS doesn't look 60FPS on stream. I am currently at 6900 bitrate (I changed it today for a test) but it used to be 8000. Here's a clip and my log file:

First, are you partnered? If not, Twitch caps your bitrate to 6000. Second, why are you using CQP for streaming and why 0? That's overkill and you are probably overloading your encoder. Shift to CBR since Twitch doesn't like VBR encoding and use high quality with bframes at 2 for Twitch and lower bitrate to 6000. Use CQP only for recording.

You have CQP on for streaming, and it's set to 0. That's lossless overkill. Set it to something like 15. If 60FPS doesn't look like 60FPS, I think it's an issue on your end. It says you had minimal dropped frames.

CQP is set to 0 but rate control is set to CBR with a bitrate of 6000, so the CQP value is ignored.

That said.. I see nothing unusual about your footage given the settings you listed. Looks to me like you are getting what you should expect.

Still my 60FPS doesn't look 60FPS at all on my stream ... Even when i look on my OBS it feels like 30FPS :/ I know people that have worst PC than me and they have a better quality and their 60FPS really feel 60FPS.
