Question / Help Blurry Stream Quality No Matter What? Halp!

Alrighty so I know there has been many posts about the same type of issue and it comes down to hardware and OBS settings. I feel my OBS settings are just right for my system. I have done tests and temps, cpu usage, frames, bitrate, network usage...ex. Those are look fine to me when streaming.

The problem I have is I feel like I use to be able to stream a much less blurry stream back with my old bad GPU known as the 5770. Now I use a GTX 760 OC, yeah my frames are better, and I can play the games on much higher graphic settings but my stream quality is blurry as if my bitrate is to low when really its at 3500.

I am not using any video capture other then OBS and its game capture.
My internet speed is 50 up and 6 down so I know 3500 bitrate is easy to do.
I am not dropping frames other then like 0.05% for reasons im okay with.

Anyway just trying to get as much info as I can out...ill post log files and my OBS settings. Really wish things wern't so blurry :/

Here was my test stream for my current set up: http://www.twitch.tv/atlandsend/c/4197991

Here is Diablo 3 boss fight with lots of things going on using my old GPU and less RAM http://www.twitch.tv/atlandsend/c/4198114 <--- looks better then my new setup even though its way worse hardware.

Here is a 2 year old video of my old set up with a 5770 and I am pretty sure I had horrid upload at this time. http://www.twitch.tv/atlandsend/b/304411114

In your older video you were streaming much lower motion content at 30 FPS with x264. In the newer video you're streaming higher detail, higher motion content at 60 FPS with NVENC, which is less efficient than x264. Put your frame rate back at 30 FPS and revert the NVENC preset to "default" so OBS can select the appropriate preset automatically.

Why would 30 fps make a difference in this when I am streaming at 3300 bitrate and downscaling 1080p to 720p.

Not arguing :p just wanna get as much info as I can out of minds that know more then me.

While FPS have not the biggest effect on quality, the more fps you want to render, the more bitrate is needed to look equally good. NVENC is definitely inferior in quality than the X264 CPU encoding. So if you see a worse quality compared to older videos its probably because you switched from X264 to NVENC in that time span.
If you want to keep using NVENC, you will probably have to accept a worse video quality.

Bitrate isnt a problem so I dont see why Fps would be a issue since I can use 3500 bitrate easy with my internet.

What settings should i use if I switch back to X264 in the advanced tab and such then.

You don't need to use any advanced settings other than a 2 second keyframe interval and main profile, as per Twitch's streaming requirements.
