Blurry Playback VOD - No Dropped Frames - Help

Hello,
First, I hope I am posting this is the correct place. Second, I think I am posting the correct link. I think my settings are too aggressive for available bandwidth, but I really do not know, and I am unsure I am even speaking the correct language. The machine is better than my internet for sure. My upload is between 35-40.

Additionally, and I hope this is okay, but here is what I mean by the playback. It will clear up - then it will go blurry. Not sure. That could be my end.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to issues with OBS. We recommend disabling it via these instructions as a troubleshooting step.
2. Run OBS as Admin.
3. Display, Game and Window Capture Sources interfere with each other. NEVER put them in the same scene (Game Play).
4. YouTube recommends 12 Mbps for H264 1080p @60fps. You're using 2/3rd of that.
5. Enable Look-ahead in the encoding settings.

If still having issues, post a new log.
