Blurry or Fuzzy Video

My video does not look as clear as it did. It looks blurry or fuzzy. We have had no software or hardware changes
 
Your logfile appears to show that you're trying to stream 1080p60 on 1000kbps, then 3000kbps. And are having frame drops due to insufficient network speed even at those extremely low (for 1080p60 video) bitrates. I'd recommend dropping your framerate to 30fps or lower (20, 15, or 10 should provide even frame pacing) which will allow more bits-per-pixel density and improve the image quality.
