Question / Help Blurry motion (YouTube videos)

I'm trying to get an output file recording for the new Borderlands video game but the file is very pixellated and is especially blurry when there is movement (also, the color seems washed out but this is most likely a separate issue).

My settings:
veryfast preset
1920x1080 resolution (no downscaling)
30 fps
Quality=10
Bitrate=8000
Advanced: cfr=18

The videos are intended to be uploaded to YouTube at 1080p.

Is there a guide available for high quality HD YouTube videos? Anyone have any tips?

Are you re-encoding the output file with a NLE or Video Editing program afterwards?
