Blurry haze when live streaming

I use OBS and an IP Camera for live Streaming Squash Games. When connecting directly to the IP Camera the Video is very clear (1080P 50fps).
When I livestream on youtube the moving images (people) seem to have a blurry haze which follows them around. It's not severe but just annoying as the Camera is producing a nice crisp Video. Have tried adjusting multiple settings in both OBS and the IP Camera but can't fix it. Streaming at 5000kb and have also tried increasing this but no improvement.

YouTube will always show some compression artifacts as they re-encode the video you send to them, so it's important to send the best original quality as possible. Aim for around 20000-40000 kbps for 1080p50. Also include a log file so we can check your other settings.

Thanks for your reply. I have tried 40000 kbps 1080p50 but still has the same issue.
Have attached the latest log file.
I also entered another forum about an issue I have with the Video and Audio getting out of sync when livestreaming.
You may wish to comment on that.
