Question / Help Blurry fuzzy stream

So im having some issues, my stream looks very "fuzzy"

Its a 6500 max bitrate 6500 buffer, 1920x1080 res downscaled to 1280x720 @ 60fps, veryfast preset with high quality audio resampling.

Computer : i7 2600k @ 4.2kghz
8GB ram
2x 6970HD
Windows 8 64bit
And normal slow RPM harddisk.
100 down 100 up internet.

I guess the fuzzy look is because of the downscaling to 720p but is there anyway I can get it to look crisp or is my only choice for that to go with my native res?

You shouldn't use more than 3500kbps on twitch. Other than that, downscaling will cause blurryness - stream at full resolution or use one of the test builds with a higher quality downscale filter.

May I ask why I shouldent use more then 3500 on twitch? I fear 3500 for 1080p 60fps wont be enough will it?

I definitely don't recommend doing 1080p60fps, Flash player can't handle it anyway. Especially with a shooter like that. 1.25 downscale with Lanczos filter and up to 3500 bitrate CBR should be more than enough for 864p60fps.

Still abit blurry with 1.25 downscale to 864 with Lanczos video here : http://sv.twitch.tv/nilco/b/393981745, used 3500 bitrate with CBR, lanczos did drop my FPS quite abit aswell, was only getting around 50-55 FPS.

Any more tips? Maby I cant get it to look better then this without going 1080p?

Not really. This sort of game, the full scene is in motion nearly constantly and this is stressful on the encoder. There's only so much you can do for a live streaming scenario.
