Welcome to NVENC. It's a very poor quality encoder, even at high.
2500kbps is barely enough for 720p@60 on x264 Veryfast; normally 2700-3000 is what you need for Twitch (and only that low to mitigate buffering issues for viewers).

You'll need a MUCH higher bitrate. If you're recording locally and uploading a finished video to YT, this shouldn't be a problem. Just follow this guide:
https://obsproject.com/forum/threads/how-to-make-high-quality-local-recordings.12600/

If you're livestreaming... well. You'll just need to use more bitrate, and/or a better encoder. With YT< preferably both. Unfortunately, AMD APUs are notoriously anemic, and real-time video encoding is a very heavy process. Give x264 Veryfast a try, and see if it can swing it.

Also, no need to screenshot your settings. It just wastes time and bandwidth, as all of them are contained in your logfile.
