Blurry even with lossless quality

No rendering or encoding lag but try running your monitor @ 120HZ & make a few changes to your encoding settings. Since B Frames are the lowest quality frame type, get rid of them.

One other thing I checked was the Nvidia driver you have installed, saw lots of performance issues with it. Might be a good idea to update, the current driver seems to be working fine. (552.44)

Thank you. I updated my driver and went through all the steps listed above. While retesting I realized something incredibly stupid. Apparently if one doesn't view the video in full screen mode in VLC the video will look "blurry". Viewing the videos in full screen seemed to have fixed the issue.

Best to avoid scaling but that's weird, I don't have that issue with VLC. Playback looks great at any size on my system.
