Question / Help Blurry, buffering?

Hello,

I recently started streaming. I have big problems since i keep getting these blurry quality frames all over my stream when i watch it on Twitch.

I have 30 upload and it should be more than enough...
My hardware is i7 4770k and gtx 970 strix.

I might need some professional help, since it wont stop.... :(
I even see some laptops that can stream better than me with better quality. Even if the laptop has decent old hardware.

I usually stream Minecraft.

Can someone help me out?
