Blurry and pixelated motion

So I've been messing with OBS trying to get it working for a while now. I am able to get a consistent 60fps in what I try to record, but the issue is that fast movements cause a lot of blurriness and pixelation. I want to record at 1080p60, with just a game or window capture and 2 audio tracks. As I've said, everything else is working fine, it's just the pixelation thats the current issue. I have tried various bitrates for recording, from 2500 to 15000, but the severe pixelation is always present. I have tried .mkv and .mp4 formats, but no difference there. Though I would prefer .mkv regardless so I can seperate my audio tracks easier.

I should also note that I had all of this working just fine a year ago when I last used OBS for both recording and streaming, including all of the same settings, so I'm not sure why it's suddenly having issues.

Risk of Rain 2,
Minecraft: Java Edition (modded),
CS2,
The Finals,
The Forest.

PC Specs that might be relevant:
Windows 11 Pro,
Ryzen 5 5600 CPU (Overclocked),
Radeon RX 7600 GPU (Overclocked),
32GB DDR4 3600mhz RAM (XMP Profile on),
Crucial SN770 1TB nVME (which the recordings are stored on).
