Blurred text in the live stream

I felt I read through all the forums and tips, but I couldn't find a solution.

Texts are always blurred in my live streams and the picture sometimes jumps up and down a bit. It seems like OBS is jumping back and forth between good and bad resolution. the edges of the triangle (image below) are also very frayed.

Internet speed in constant. My maximum bandwidth is 7000kbps. I set it to 5000 in obs.

NVENC H.264
1280x720
60FPS
5500 bit rate
Max Quality
Profile: high

Pc
AMD Ryzen 9 5900HX, NVIDIA GeForce RTX 3080

Try changing your FPS to 30.

You don't understand how it works.
Loss of compression causes blurring of an image.
To improve the image quality (optically), you need to change:
- increase bitrate
- reduce the resolution
- reduce the number of frames per second
