Question / Help Blinking yellow latency and sometimes consistent red bar

Hey I used to use OBS STUDIO for a few months and it was great including the quality. Now I don't know if this was the issue but when the 17.0.2 update came out I started to have weird hiccups, stuttering and low fps issues while having low ping in game. It was the worse in CSGO for some reason though. So I decided to go back to OBS CLASSIC and it actually fixed the majority of the issues with the hiccups and rubber banding with in CSGO. Other games would run okay I guess but the OBS CLASSIC latency bar was either BLINKING YELLOW or constant RED :(...I also started having low quality streams on OBS STUDIO & CLASSIC for some weird reason. It's very "pixelated" no matter what I do or how i encode it x264 or NVENC. This never use to happen to me before in OBS CLASSIC. I was thinking maybe twitch lowered the streaming quality for small streamers I dunno...just an assumption. Now when it's blinking yellow I don't get complaints from my viewers. I only hear them say "it's skipping but not too bad" when the BAR is RED. I know speed test don't really mean much but i get 250 mbps and 18 - 25 upload speed. So i figured my stream would be better than it use to be with only 10 upload speed...and it's actually worse. I had TWC which is now SPECTRUM and it's supposedly faster. Soon I'll be getting FIOS when it's available in my area which is NYC lol. Anyways my viewers would say the game (CSGO) is running okay but skips a little bit but it's still watchable and when they tell me such things I check my OBS CLASSIC latency and it's completely RED. Most part of the day it's blinking YELLOW and runs better. I currently have checked MINIMIZED NETWORK IMPACT because I thought it would be a good option to use coming from OBS STUDIO which didn't have it as on option and I would be rubberbanding in CSGO...I also have checked DISABLE ENCODING WHILE PREVIEWING, unchecked USE CFR and checked AUTOMATICALLY LOW LATENCY MODE. I will troubleshoot the OBS settings by streaming in default settings meaning changing those options i just mentioned to see if it streams better because I think when I first went back to OBS CLASSIC it streamed perfect using default settings. If It doesn't run well using default settings then I'll call my ISP to see if I am having network issues which I doubt.

I have specs, just 16 gigs of ram less.Intersting thing i have same issue, blinking beetwen yellow/green and then red.Drop frames aswell after 10-15 mins, with minimaze network impact checked.Same w/o it, stuttering like crazy.I thought it's my internet connection, and it might be.I have only 3mb upload, but no matter how low i go with bitates i have the same problem, even on 300kbs buffer.I am running WIN10 PRO @64BIT

Yeah dude you need at least 5 - 10 upload speed i would say 10 the least especially if you are playing fast paced FPS games...BTW if you or anyone else ever has the same issue with the red latency bar showing on OBS CLASSIC it's cus I had Automatic low latency. I only get red bar as soon as I put that on. If anything changes I'll be happy to let you guys know.
