First suggestion: Turn this feature off.

Beyond that we'd need a log with a streaming or recording attempt in it-- your log only includes application startup. Performance information is only written to the log after a recording or streaming session stops, so you should open the app, start recording or streaming, wait until you see the problem you are having, stop the session, and then upload the log.
If the problem is that you can't capture a Chrome window, the answer is to turn off hardware acceleration in Chrome.
