Currently, there is a lot wrong with in your log:

1. since you have swichable graphics, you'll need to add OBS to run on the AMD card then switch OBS to use the AMD card in the video tab as well. Right now, all OBS sees is the intel iGPU, which isn't what your game is using.

A better alternative is to use Window capture in OBS with Compatibility Mode Enabled and run CS:GO in windowed mode

2. Your settings might be to high for x264, your preset is to low (change to veryfast) and your bitrate is way to low. you'll get better video in general if you lower the downscale

Recommended would be to set your base resolution to 1920x1080 and downscale to 360p
Recommended change your fps to 30
instead of 35
Play with the CPU preset a little, but a fallback is always "veryfast" preset

3. Set your bitrate the same as your buffer. set your bitrate as much as your interneet will allow (not sure your upload)
If you need get a proper ACTUAL estimate, use this tool: http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester for your region and post a screenshot of the results

4. Dont use Syncing audio to video time instead, set the mic and global audio offsets instead

5. Enable Aero in Windows and OBS. This is best for game capture, window capture, and webcam capture methods.

6. Lower your audio bitrate to 64kbps. that is 100kbps that you could be using for your max bitrate (which is just the bitrate for your video. See #3

7. Lower your webcam resolution to your new downscale that we set above in #2

8. After all the above is done, watch your CPU usage and play with only the x264 preset a little bit. Medium might be alright with a 360 downscale. See #2
