Question / Help Black Bars on Stream

Recently setup my AverMedia Live Gamer HD on OBS, but it has black bars. I have set my GPU on overscan and no luck.
Also i have set my base resolution to 1280x720, and my downscale to 0:

I have also tried everything i can find, seems as if there is no crop option for Video Capture Devices? Here are my settings on my capture device and on my nvidia card settings:

I can easy crop on xsplit but dont want to pay as i dont have any problems streaming from my xbox or anything else with this card. i know its a pc problem but if worse comes to worse i will buy xsplit since i dont want to deal with black bars.

Any help is appreciated! Thanks

Okay i turned off "Enable Desktop Resizing" in my Nvidia control panel. Stream no longer has black bars.

Was wondering if there is anyway i can still lower my resolution without getting black bars again? My desktop runs off the edge and i cannot see my icons and barely the task bar

i am running on 2 monitors

Well, if the problem is a mismatch between your Monitor and the Capture Card, you could just crop the black areas in OBS (as you said you would do on XSplit). Cropping can be done while "Edit Scene" is active, just hold the alt key on your keyboard and use the mouse to crop a side or corner of your source.
In general you will wand to find out how to configure both your Monitor and the Avermedia to show the same output. Often the Monitors have a selector that lets you switch the input aspect ratio or similar.
I noticed your avermedia device is set to some strange resolution 1824x1026, which is definitely wrong. Configure both to output 1280x720 and go from there.
