Question / Help Black bars and unable to rescale

New to OBS, had my stream all setup with no problems, sources were the desired sizes and I could rescale them, but then my background and window capture got a little smaller and there are black bars on the bottom and right hand side. I am also unable to rescale or move around the sources. Any help would be greatly appreciated.

Right-click the source, position/size, fit to screen

Or enable the scene edit mode with the button.

By the way, I can't rescale anything so if I want to scale something down am I just out of luck? Tried to add a webcam into the screen but it just comes out like this.
