Question / Help Black Background...but see cursor??

Hi All
Seems that I am only under certain settings seeing a total black background but I do see my cursor.
I have tested the following settings:
Under Scenes I have: Scenes
Under Sources I have tried the following:
Display Capture: Which BTW captures like 50 screens (like looking at multiple mirrors)
Game Capture: Black Screen w/h cursor
Window Capture: Black Screen w/h cursor
I am running Windows 10 Pro
8 Gigs of memory
Geforce 8400 (which I wouldn't think would cause this since I am testing application for basic recording)
Thoughts?

I am a Domain Admin as well as a Local Admin to the PC in question. However I did select run as Admin and the end results are the same
