Question / Help Black around my game?

Ever since I opened OBS there had been a black ring around my stream. In the top corner you can see skype is outside of the ring. I don't really know what I did and if anyone knows please help. Its really wierd having the ring,

Also is there a 64 bit version? I couldn't find one.
