Question / Help Bizzare issue with dropped frames

So I was streaming from my laptop to twitch tonight for an hour and half, and suddenly OBS crapped out and froze.
So I restarted it, and after starting the stream, I noticed I was immediately dropping frames, and the bitrate bar was red.
It's been doing this for the past hour now and I have no idea why. I even tried OBS on my main PC and the exact same thing was happening, which led me to believe that it was an issue with my ISP. Maybe throttling or something.

So I figured I would check ShaperProbe, which claimed there was no traffic shaping. I also tried streaming from Xsplit, and to my surprise, it worked without any issues. So this leads me to believe that OBS has some kind of fault when it comes to my internet, or network settings. I am currently unable to stream using OBS because of this, yet I can stream fine through xsplit. I am one unhappy bunny :(

ok my mistake. it seems there is something very wrong going on with my internet as I just did a connection test in xsplit and got this

Yeah I went through that guide, thanks. I realised it was my ISP doing something to my internet. I rang them and they claimed there was a fault on my line, even though my internet is fine 99% of the time. So false alarm. OBS is fine :P
