Bizarre OBS Issue - Webcam Stuttering after turning lights on

For a whole year, I've been using a VILTROX LED Light to light up my facecam (using a Sony a5100) with no issues whatsoever. Yesterday I received a package with two Novastella RGB Floodlights which I setup today.

I opened OBS, turned on my camera and my VILTROX light, everything was fine. It was then when I plugged the floodlights into the power sockets that I noticed my facecam started to slow down and stutter a lot after a few seconds. I restarted OBS, floodlights still on, and for the first few seconds my facecam was fine and then started slowing down again, so I then unplugged the floodlights (which weren't even in the same power strip as my computer's), restarted OBS and the facecam was smooth again until I plugged the floodlights back in.

I tried different outlets from different rooms in my house thinking it could maybe be too much power in my room's outlets or something, but the issue always persisted. Streamlabs has the same behavior and the weird thing is, when I try RECENTRAL (my capture card's software), I can have all these lights on with no issue as my facecam doesn't ever stutter, which leads me to believe it isn't an issue with too much voltage, so I feel like it might be an issue with OBS and Streamlabs.

Just now however, a couple of hours later, I was about to record the demonstration below, and now this problem happens even if I only have the VILTROX LED on, which has never happened before. Also worth mentioning that it shouldn't be my camera's settings considering on my camera's monitor, the image is butter smooth.

Highly doubt my PC specs would be the cause in this situation as it is pretty beefy (Ryzen 3700x, 2080ti, 16GB RAM) but here they are just in case someone needs it. I've also been recording several videos a week for the past year and streaming as well with this camera and the VILTROX with no issues.

Any ideas what could be causing this and how I may fix it?

Your new lights may be flickering (at a frequency you can't notice) which is triggering 50 / 60 Hz flicker reduction on your camera. You can verify this with a cell phone, set the shutter speed very high and aim it at your new lights. If they flicker on the phone screen, this is likely the cause. You may be able to disable flicker reduction on your camera settings to fix this.

Thank you for your reply! Unfortunately that doesn't seem to be the issue, or at least they don't flicker on my phone's camera with the maximum shutter speed. I also tried turning on the new lights but while they're facing the floor so no light actually leaks into the room and the same thing still happened which leads me to believe the issue lies somewhere else. Any other ideas?
