Question / Help Bitrate

I am a Youtuber that records games. My monitor is a 1366 x 768, so I record at 720p. I recently upgraded to 60fps. But there is always some sort of choppy/lagging in the recording. The settings are 1280 by 720 in 60fps. But WHAT BITRATE DO I USE TO HAVE NO LAG IN THE RECORDING. Also, in the figure I am going to UPSCALE my screen resolution and the recordings will be 1080p at 60fps. So to answer my question, what bitrate do I need for recording both 720p60 AND 1080p60 so there is no blurry, lag, or choppiness in the recording? This is for recording YouTube (not live stream). And also what bitrate do I need for LIVE STREAMING Youtube or Twitch at 1080p60. Thank you for your help.

Bitrate doesn't have any effect on this. You need to use the local recording guides to get your settings correct for your system.

And also what bitrate do I need for LIVE STREAMING Youtube or Twitch at 1080p60.
The bitrate limits for twitch completely eliminate any possibility of streaming at 1080p30 on twitch, let alone 1080p60. Youtube has a page with their guidelines.

So, the local recording guide didn't help so much, can you just tell me the proper settings so NO lag or choppyness is picked up? This would help out a lot, as I want my viewers to have no issues watching my videos and streams.

In my opinion, that second link is useless. I've looked at it too, and it mentions settings that aren't even applicable anymore in the newest version of OBS. "Use CBR" for instance isn't even an option anymore, this is old information.

How is that second link useless, he posted in the obs classic forum, so one would assume he is using OBS Classic
