Question / Help BITRATE WONT STAY CONSTANT WITH CBR ON!!!!!!

hey every time i stream my kbps drops way below my 2000 which my cbr is set to. it goes from 2000 to 400 to 0 to 67 to 2500 to 4000 to 1800... y'all get where I'm going lbs. And when it do this it stop my stream on twitch end saying "the broadcast has ended" do y'all have a fix for this?

Intel HD Graphics 3000 384 MB

internet is Xfinity X1 which gives high upload speeds (10+) and grater download speeds

Log doesn't show a streaming attempt, but it's probably comcast's fault anyway.

U can't drop frames on ultra the drop frames U looking at is when I was doing some test with super fast

Dropped frames are a networking issue, they aren't related to the x264 preset used.

If you're having connection issues the transfer rate drops.
