Question / Help Bitrate while streaming to second pc wont change.

Hi guys, i'm trying to use OBS to stream to a second PC via VLC media player and also to record to that PC. When I set my bitrate to 50,000 or any large number and start the stream, the bitrate of my OBS stream as indicated by the green line at the bottom right never goes past 3000 kb/s which makes the image delivered to my second PC trash. I have a x99 and a 5930k on my main pc and an x79 4930k cpu on my second pc, its some serious hardware , what is forcing the bottleneck on my bitrate?

Another weird thing to note is when i switched from x264 to nvenc it let me stream to 8000 kb/s for a little while, but then randomly decided to stop at 2-3k again when i retried later on. I'm using nginx, is there some kind of setting in the config that i might have to enter to get this to work ? I'm not too familiar with nginx and i guess that where this type of setup gets hard but i'm willing to put time into an adventure learning how to script for the config file if thats necessary. I'm getting a picture on the other pc its just complete ass.
