Question / Help Bitrate when donwscaling?

I took this from the twitch guide for obs

Recommended bitrate for 1080p: 3000-3500
Recommended bitrate for 720p: 1800-2500
Recommended bitrate for 480p: 900-1200
Recommended bitrate for 360p: 600-800
Recommended bitrate for 240p: Up to 500

If i have my base resolution at 1920x1080 but im downscaling to 1280x720 should i go with the 3000-3500 bitrate for the 1080 base resolution or the 1800-2500 bitrate because im downscaling to 720

Sorry if its abit of a stupid question just not entirely sure

My download should be alot higher, i ran a diagnostic thing and it said the output speed from my isp is 75mb download but im clearly not getting 75mb, i have rang many times but they always do some random stuff, say they will fix it then never hear anything from them again, but i don't think download matter with streaming correct? only when im watching streams?

You use the bitrate for the resolution at which you are running. So you'd go for 1800-2500.
Just saying in advance, the 'golden point' for non-partnered streamers is 720p, 30fps, 2000kbps.

Speedtest sites are next to worthless for livestreamers; they test multi-connection, asynchronous transfers, while livestreaming requires a single-link synchronous datastream. They may give you a spitball, but really mostly the only thing they tell you is that yes, you have an active connection to the internet.

Download does not really matter when it comes to livestreaming. It's all about UPLOAD speeds.
