Bitrate went wild using Apple H264 Encoder on Mac Mini M1 (16/256)

Hey, I just bought this Mac Mini with M1 chip and I tried to use it to stream our Sunday Service to Youtube.
We are streaming 720p 60fps, with our upload internet speed around 30-40 Mbps (it's just how it goes here in Indonesia)

At first we were using the X264 Encoder and CPU usage averaging at 20-25% during the stream.
Then we tried to change it to Apple H264 Hardware encoder and CPU usage averaging at 7-10%.
We set the bitrate at 6500 kbps and maximum Bitrate at 9000 kbps, but when we're actually start the stream, the bitrate goes to 30K all the way up to 50K kbps.

Is there some other settings that I have to do when using the Apple H264 encoder or it's just the OBS completely disregard my Maximum bitrate setting and just went off on its own?

Trully appreciate if some of you can share your wisdom with me.
