Question / Help Bitrate = Viewer download speed?

Hey guys, I have a quick question:

How does the bitrate to download speed (viewer) works? Is it like 1:1 (for example: I'm using 5000kbit -> 1080p/60fps) or do viewers need a higher download rate to my bitrate? It's kinda hard to explain because a friend of mine can't really watch my stream (his DL rate is 8mbit.)

Over 3500 will be too much even for partnered streams. 3500 is the magic number, the softcap. Some people manage to stream with 4000 or even higher, but no one can make sure that it will work for every viewer.
