Bitrate too unstable

Hi!
My problem is that I've tried with using Constant bitrate, Variable bitrate, and none of them seems to work for me, I tried lowering the scaled resolution, lowering the fps. the thing is that when I start streaming, the first 5 seconds looks like It works just fine, but then at 10-15 seconds the bitrate starts going crazy, I set it to 4000 or 4500 in CBR but when I'm streaming I see it goes to 7000 bitrate and then drops to 2000 bitrate, this causes me like a 25% to 60% dropped framerates sometimes.
Could this be a problem with my isp? and if it is, which problem could it be?

OBS Studio creates a log file each time you run it which contains very useful diagnostic information. Without a log file, it's much harder for any support volunteers to figure out problems and your post may be ignored. To upload a log file, go to the Help menu > Log Files > Upload Last Log...

Your bitrate is stable. The amount of upload bandwidth between your computer and the server you're streaming to is not stable which results in dropped frames. OBS can help by dynamically changing the bitrate based on the amount of bandwidth available.

Before you start streaming, go to Settings, Advanced, Network, enable "Dynamically change bitrate...", [Apply], [OK]
This only works on RTMP streams, not RTMPS. Also make sure you are not using Twitch Enhanced Broastcasting.

If still having issues then post log as stated above.

This is the current log file, sometimes I don't know why the stream works 10/10, and then most of the times don't, I'm trying to stream on twitch, I tried using the Twitch Bandwidth Test to see which Server I should use and still nothing

I enable Dynamically change bitrate as you said and It says no framerates were dropped, but when some friends saw my live they told me that it was still blurry, like if there were actually framerates dropped.

I tried doing some changes too but still the same, I tried it while playing world of warcraft (Not a heavy game)

It gets blurry because the bitrate drops to as low as 1600. YouTube recommends 12000 bitrate for 1080@60FPS for a reason. Twitch recommends 6000 and you're sometimes providing < 1/3rd of that. Try lowering the bitrate in your vertical stream to free up some bandwidth for your Twitch stream. You can also lower your output resolution and frame rate.

1. The Hardware-accelerated GPU scheduling ("HAGS") feature in Windows is currently known to cause performance and capture issues with OBS, games and overlay tools. It's an experimental feature and we recommend disabling it via these instructions.
2. In Windows, we recommend that "Game Mode" be enabled. Game Mode can be enabled via the Windows 10 "Settings" app, under Gaming > Game Mode.

If still having issues then post a new log.
