Bitrate/Stream health frequently dips and spikes

Hello!

I've been noticing while streaming that my bitrate and stream health are really inconsistent. I've tried multiple tests varying my bitrate, but that doesn't seem to stop the very inconsistent spikes and dips. Setting my bitrate from 4000-6000 (multiple tests, CBR) it doesn't seem to stop it from fluctuating. I've seen it dip as low as 900 and as high as 7.9k. Streaming to Twitch.

I'd also forgotten to mention, I'd ran the logs through the analyzer and it had reported "Audio buffering hit the maximum value" - which is odd, audio bitrate is set to 96 on all channels and my system was never at full load CPU wise, there is no audio stutter or drops in vods. The machine is dedicated to just streaming, only running OBS studio.
