Question / Help Bitrate spiking constantly. Shadowplay works fine

I posted a previous thread with probably too much info, but I think this is the root of my problem. I stream to youtube and I've tried a wide variety of bitrates and it spikes constantly causing me to get tons of dropped frames. My shadowplay works fine at 1440p/60fps/18bitrate. I tried similar settings with OBS since it worked with shadowplay and it would be at 18,000 then go to 2,000 then 21,000. I did a ping test for over 10 hours to see and it came back fine so I don't think it's my net or hardware. I recently purchased a new router and new modem. I tried CBR and simple and same results.

I have an i7-7770k/1080ti/32gig ram and 350 down and 35 upload via speedtest to Los Angeles.

Right. I tried everything on this list.
I only mentioned it because my response time was pretty consistent as well as no packet loss, well I had 6 but it was 0% total overall. Using shadowplay to stream with no problems is a good test though and I've tried the primary and back up ingest servers for youtube so I don't really know what else to do which is why I posted.
EDIT: Sorry I lied I didn't try "new network code" I can try this and see if it helps or at least can upload a better log.
