Question / Help Bitrate/Resolution for streaming?

I can easly upgrade for 2 euro more to 1 gpbs if needed but i would like to know which bitrate/resolution at 60fps do you recomend me for streaming on twitch or youtube at my current speed.

Also which bitrate do you recomend me for recording 1080p/60fps?
My pc:
i5 6600
Gigabyte gtx 1070
16 GB ram
240 GB SSD
1 TB HDD (Here i save my recorded files + on a External HDD if needed)

My suggestion from experience with Twitch an local recording only (so not sure, if Youtube behaves very different than Twitch):
For 720p 60fps I would suggest at least 6000kbit/s, but on Twitch this could be a problem for viewers with slow internet, as long as Twitch is not transcoding your stream (partner or more than 100 viewers?).
I would not use 1080p 60fps on Twitch (except you stream games that are very bitrate friendly like Diablo, LoL, Hearthstone) at all, or use ~10mbit/s.

For local recording I would simply use quality based encoding like QRF 14.

You already have more upload speed, than most (all?) streaming services can handle, so upgrading to 1gbps would be completely unnecessary.
