Bitrate of 6000 on twitch still looks incredibly blurry

Hello!

I started streaming to twitch very recently, with limited prior knowledge of it. After researching for a bit, I have decided on using the obs settings attached.

I am streaming with an rtx3060, and an i5 11400 pc. My internet upload speed is around 20MBPS.

I want to play mostly minecraft on stream, which shouldn't be too difficult to run on a 6000 bitrate at 1080p

I have tried to resolve this issue for a while now, and I just can't seem to get it to work. I have tried recording and it has the same issue, so it shouldn't be anything to do with my internet. I am running windows 11.
I am happy to attach any files necessary.

I just tried it with pyscho Visual Tuning off, and nothing changed.

I think this should be an obs log, hopefully it should help :)
