Bitrate keeps dropping

I have been having an issue for about 2 months now with my bitrate. It will sit at the set bitrate for a couple seconds then jump to 0 then jump to 20k then back to 6k then just all over the place. It makes me drops frames due to network. I haven't been able to stream in the past 2 months. I have done everything regarding the Twitch and OBS guide with bitrate issues. I have ran server test and have tried every server I have even tried to go through restream.io and YouTube gaming. I have done this on OBS, StreamLabs, Twitch Studio and Xsplit. I have even gotten a new network card for my computer. My ISP has also replaced my equipment multiple times, replaced the cables inside and outside the home. I really just want to get this fixed. Any suggestions??

Hallo,

ich habe mit OBS ein Spiel aufgenommen und wenn ich in meinem PC Ordner die gespeicherte Spiel Aufnahme gucke kann man alles hören z. B. Spiel Ton und meine Stimme. Aber, wenn ich das gespeicherte Spiel Aufnahme auf meinem Handy rüber ziehe kann man nur meine Stimme hören, das Spiel aber nicht. Woran kann es liegen? Wird es auch so, wenn ich es auf YouTube hochlade oder ist es nur bei meinem Handy so?
