Question / Help bitrate issue

so until last week everything was fine but sudenly my bitrate stays at 2400 with the red notification square. i will share some printscreens below with my settings.

i solved it . aparently i was using na server and i'm from europe. it's all fine now that i switch server to europe after is tested with this http://www.teamliquid.net/forum/tech-support/478845-twitchtest-twitch-bandwidth-tester
