Question / Help Bitrate Issue. No Dropped frames just bad bitrate

When i go to stream from obs, wheather it be using my elgato or just monitor capturing. My bitrate will not reach what i have it set to. (2500) yes my internet is good enough 170 up 10 down. i cannot figure out what the problem is. ive uninstalled changed servers changed stream key. reset router, my pc. i honestly cannot figure out the problem. if anyone at all can help i would really appreciate it.

I'm having the same issues myself and no matter what I try OBS just does not want to work. I ran across a twitch server test program and have to post the link later it shows server latency and upload speeds just quality-of-service shows 99 and then 0 most of the time so I can't figure out what's causing the issue between my computer and twitch servers if anyone could give any insight to this thank you
