Question / Help bitrate for 720p 30fps

Okay I've been struggling with this for a while.
720p 30fps to twitch new york

I've tried 2500 bitrate and 1500 and see 0 difference in quality because I've read somewhere that 2500 is overkill.

Here are some screenshots of my setting:

I use direct game capture not monitor/window capture so disabling aero shouldn't be an issue.

Please guys provide some profesional feedback on optimizing my stream :)

Even though I can stream at 2500 bitrate i see NO reason if 1500 looks the same.

May i ask what kind of game are you streaming? If it's not a bitrate demanding game with lots of action and screen movement then 1500 up to 2000kbps bitrate should be enough for your settings. you can also try taking advantage of a better downscale filter than "bilinear" which should result in a little sharper looking stream for this same resolution.

I stream either runescape, path of exile, or skyrim; sometimes maybe even world of warcraft.

I feel like those are not really 'intense' games if you know what I mean.

With a gtx 660 and amd fx quad core at 4.1ghz you think I can safely go ahead and use Bicubiz or Lancoz?

Skyrim and WoW absolutely are high-motion and 1500 will likely be a bit low; 2000 would be more appropriate for better image fidelity. It's all about how much the picture on the screen moves around/changes.
Anything first-person or third-person includes large amounts of overall on-screen motion (just turning around, moving forward/back, etc updates the ENTIRE screen, and usually quite dramatically compared to the previous frame). PoE may be a good bit less, and I can't speak on Runescape as I haven't played it and most who recommend it seem to be joking (given the number of Kappa that tend to follow).

Yes, Lanczos is very low impact if you aren't playing on an ancient paperweight (Core2Duo or something).

perfect. thanks a lot guys!

I got another question:

most games windows are in 720p but in the video tab under base-resolution it's still 1440x900.

Leauge of Legends and WoW are 1440x900 but Runescape, PoE, and Hearthstone are all in 720p but still I don't change base resolution. Everything runs and looks fine I was just wondering your guys opinions on it. Thanks!

You can run OBS in whatever resolution you want and the games in whatever resolution you want, as long as it fits in the OBS window. It will probably look better if the OBS resolution and the game resolution match, though.
