bitrate drops then spikes, also obs says live but twitch says offline?

I had a couple of issues today, one was a new one and the other is a recurring problem that seems to come and go so has been hard to diagnose.

First issue:
I streamed for about 1.5 hours this morning, but thought something was wrong so I ended and checked my log file only to find that my stream was offline after only 15 minutes. Sure enough my viewers confirmed this & said they thought I was trying to fix the problem. On my end OBS said I was live the whole time, but the twitch response in log says I'm offline after 15 mins. Here is the log:


Second issue:
This one seems to come & go, but basically my bitrate will sit between 5900-6200 then drop to 0 for a few seconds, spike anywhere between 12k-25k then return to 6000, resulting in roughly 500 frames dropped due to netwrok issues. I will quite often finish a stream with either 0 dropped frames, or exactly 2% dropped frames due to this issue. I have a wired connection, I've tried a bunch of different ethernet cables, I've set my laptop to have priority traffic on the home network, I repeatedly have run twitchtest to make sure I'm on the best server (I've tried leaving it on auto & setting it to singapore as that is always the best result).

I don't know what else to try, help :D
