Bitrate drops from steady 6000 to 1500 to 0

I can't figure out what's happening. The logs come back nominal, no frame loss, the square remains green, my connection is steady, my ISP confirmed my connection is steady, when I tried streaming on my laptop on the exact same connection it was perfectly steady and remained at a consistent 6000 kb/s. On my much bigger, beefier computer, the stream consistently drops until it reaches 0 kb/s and I've got a discord full of people who are completely baffled as to why this is happening. Any help is appreciated.

what else is going on your LAN?
what network utilization monitoring are you doing? anything else possible consuming upload bandwidth?
If you cloud sync (or just upload) a large file, does your network throughput remain consistent?
