Bitrate dropping to 0kbps without crashing

Hi. I've had this issue with OBS several times in the past few months, and I truly have no idea what could causing it. I have done a fresh install of the program already, and am not sure what else I can do.

Seemingly at random, my output will drop to 0kbps and effectively crash my stream, without crashing OBS itself. When I attempt to start/stop the stream to restore the connection, it lingers on "Stopping stream...." endlessly without doing anything. When I close OBS and attempt to reopen it, I get the "OBS is already running..." message, with the "Launch Anyway" option.

Turn off HAGS
Run OBS as Admin
Make sure you use the GPU to encode the stream
Your CPU is on the weak side

Please upload logs from Streams or Recording, your log has not session
